Is this a short circuit?

To be sure, tell me if I am experiencing a short ....

Power PC up, it boots, makes it to Windows for about 5 seconds, then it reboots, infinitely if I allow it.

Tested power supply by switching to a known-good. Power up, PC boots, we are at Windows and everything seems stable. No reboots. Problem solved, right? The original power supply is going bad because my reliable backup PSU has this PC up and running.

Taking the same known-good power supply and actually installing it, with screws in the back of the tower, making the back of the PSU flush with the inside back of the case, I get NO power whatsoever. Unscrewing it, taking it out, reconnecting wires and testing once again, I get power and stable boot to windows.

Once again, I make the PSU flush with the case (fitting it perfectly square, snugly where it it is designed to be housed within the PC), I get no power. Nudging it out of this spot by just a bit, I DO get power. Nothing changed at all, except the physical location of the power supply. The metal of the PSU housing touches the metal case of the PC and I get no power.

Is this a short? If so, what do I do next?

check those motherboard stand-off, make sure you don't have extra that is hitting the motherboard.

It is possible you have two problems. Problem #1 is a windows installed software or driver problem causing reboot on an error while problem #2 is a PSU that is defective. Put PSU #1 back in and boot to safe mode, disable reboot on error and see if it throws up a bluescreen... writing down the code if it does.
