Is this a PSU problem?

This is the third time this has happened (first when I first put everything together, once several months ago, and again right now).

I push the power button to boot up the system. All the fans whir up full speed (as usual), but instead of stopping after a second and hearing a few beeps from the motherboard (after which the computer boots), the fans just stay loud and nothing happens. Disconnecting the power from the sole DVD drive usually seems to cure it. Before I was able to get that working again by unplugging/replugging everything a few times, which is a pain. This time it doesn't seem to be helping. I'm sure I'll eventually be able to get everything working again, but the problem will probably come back.

Could this possibly be anything other than the power supply? I want to make sure before I buy new one. I'm not sure I'll try to deal with a warranty. It wasn't a high end psu, but it had good reviews.

Yea I suppose it could be the motherboard. Most likely not though.

Hmmm... I know that Rosewill stuff is rebranded from other manufacturers, so one day you might get a nice Enermax, and the next you might get no-name Chinese rubbish.

Maybe you could try borrowing a PSU and testing it out? If you don't know anyone who can lend you one, then try the local 'ma & pa' computer shop, they will probably let you test it for free if you're friendly and they think there's a reasonable chance of you buying something.
