Is this a PS problem ?? MSI K7T-Turbo board

I just built this and it does not want to run,
k7t turbo board with LED, I have the J17 jumper set to 100, not 133 ..

I purchased a 300 W PS from a trader on the board, and when it boot's all I get is the 4 red led light's, fan's come on, etc...
double ck'd cpu , no damage. run's in other machine
Just fan's come on.

I think it's the off-brand PS , what do you guy's think ??

the ps is a: ATC ATX-50 300W

yep looking like mobo shot ,
tried 2 cpu's and PS now with same result's

already filled out RMA form at Newegg
