edit:

its not a water treatment plant because... well, the facility has smokestacks and transformers. it isn't a hydro power plant for the same reasons (also, not enough water flow to generate any considerable amount of power).

That's not too far from my place and as far as I know there are no dams in Ft Myers.

It should be dam obvious what a hydroelectric plant is. Lots of dam generators, transformers, cranes and crappie fish. Fish can't give a dam though.
