What a very silly question of the week. The best time to buy an SSD is when YOU are unhappy with your current hard drive performance. Are you unhappy with the hard drive performance you have for the tasks you do? No one can tell you when to buy SSD/New hard drive. Your software requirements should ALWAYS dictate your hardware requirements not the other way around (sad news for computer salesman though).
