Is this a good replacement PSU?

The PSu doesn't have enough power for the system. Go pay the money for a decent PSU. not only does that Enermax not have enough total wattage availible you don't know how old it is or how hard it was used. Both factors play a major role in the life of a PSU. Time and and being over worked wear out a PSU pretty fast. Not to mention the unit doesn't even have the proper connectors for the system. If you run with that unit anyway you run the risk of the PSU dieing and there is a really good chance that when it does die it can take out other system components with it.

I think I will just get a new PSU, although 22A x 12V = 264W and the peak system draw for a 4670 in the Anand review was 139w.

The PSU looked completely new in every way. I would bet money that it was a "pull" as there was not a spec of dust on the interior. Because I opened it, just to make sure someone had not just cleaned it with compressed air.

what about the new cooler master power supplies?

What new supplies are you talking about? Coolermaster had numerous power supplies.

Some of them are very good, some of them are utter crap.

Some Thermaltake PSUs and OCZ PSUs are utter crap too. Not all Enermax PSUs are great either.
