No. It has 11A on the +12V line isn't enough for a new budget system, and definately not enough for a high end rig. It isn't 650W either. If you multiply the amperes * volts for every line, you get the wattage. For that PSU, A*V=401.5W. Do not get that PSU.

str8buy has a pretty bad resellerrating recently - favorable listings from RR that they post on their web site are over a year old. Wouldn't touch them with a 10' noodle... And I never buy PSUs when I can't ascertain their origins. No useful specs on that PSU at all on the str8buy site.
