Is this a good motherboard?

The g31 chipset is a basic solution with onboard video. Check the cpu support section on gigabyte's website to be sure it will work with the q8200. Fry's had a biostar g31 with q8200 for $199 a few days ago.

I just built four computers for a customer using this motherboard. They were easy to setup. Only using E2200's in them so I don't know how a quad would do. Nice little board IMO.

I'm sure its a great board but be weary, Micro boards have very little expansion posibilities, and mine runs a bit warm (but thats just cuz mines junk till i get my new stuff).

That is a good motherboard for a budget build. I have the same motherboard. There is one problem with it. It doesn't have enough memory dividers. I can run my E5200 at maximum 3.16ghz before I start overclocking the RAM too. But keep in mind I have 667mhz RAM.

You could run an E5200 @4.16GHz without overclocking your RAM.

No, I realize that. My point is that the RAM does not need to be OCed to go higher than 3.16.
