according to most sources, the ASUS VS247H-P is a TN panel.
amazon says some of the VS series is IPS, and makes no direct mention of the VS-247H-P being IPS

I would go with an IPS also, unless you play twitch shooters semi-professionally or something

That said, I hear TN panels have improved quite a bit and are pretty close to the cheaper IPS panels in some of those points. TN panels still get more colorshifting and worse viewing angles (most noticeable if viewing from below the monitor). Viewing angles can be a problem on larger displays, since they take up more of your field of view. On a TN you'd want eye level to be in the upper half of the screen to mitigate this issue.
