does anyone know how good of an overclocker this is? How about voltage tweaking, can it be done to this particular card?
I have a 1400p monitor.

the reference cards are well built . the cooler though can handle slight overclocks. with voltage overclocking to 1.1+ Ghz speeds the fan gets loud and the temps also rise quickly. your better option would be to go custom cooler design HD 7950. only thing make sure your case can fit this card as its 29cm long.

Well then you shouldn't expect anything worse than that in terms of temperature and power from the 7970, but you might be able to hold off on upgrading. The 580 is still a good card. If you really want to then you probably won't mind the card you chose too much, but you can't beat a good aftermarket cooler. If you really want to get the full potential out of this card, you might want a cooler that is a bit better.
 
yea maybe ill hold off and see what the next generarion of GPUs have to offer. its just that upgrade bug that bites every once in a while. whats the performance difference from my current card to a 7970?
