Got a strange message through the "Contact Us" form on my employer's website.

Something about the message just isn't right. Anyway, I'm wondering if this is a foreign number: 08704149XXX

Google doesn't tell me if "0" is a country code. The stated email address was from "drltd.com", which is obviously not based in the USA (site uses "Centre" repeatedly).

My employer is a local cable operation that doesn't exist outside of Coweta County, GA.

The first part of the email address is completely different from the stated name and the question doesn't really sound like one of our cable modem or fiber customers. The person didn't provide any information that would be useful to identify the account. Something's just...fishy.
 
It is UK. The spot for 08x is normally a city code (like our area code), but 08x is a NonGeorgraphic Number (NGN) that charges an additional charge per minute, part of which can be kicked back to the number holder.
It's like an 800 number in that it can be called from anywhere in the country and then can be routed in different ways. But they've managed to shift the cost to the caller. Not exactly a scam like our 900/976 numbers usually are, but it seems like there's potential for abuse. You call a company and they keep you on hold forever...you are paying for the minutes and the phone company may be kicking part of it to that business.
 
there is no country code, but does look like a uk phone #. check the ip and run a tracert on it to see where it is coming from?

calling a customer service in UK usually cost you like 6 pences per minute.
 
UK number. 0870 numbers cost money to call.

Add +44 and remove the zero so it becomes +448704149xxx if you want to rung it.

Also: 0870 numbers are not privately owned numbers, they are owned exclusively by companies and often used by scammers.
