Is this a ebay selller common ratings scam?

I noticed alot of sellers has negative rating withdrawn because "unpaid item dispute not responded to"

Then once I left a negative feedback to one seller for an item I paid for through ebay/paypal link. To my surprise a few days later I get a "unpaid item dispute notice" from ebay regarding that item. Is this like a common tactic sellers use to get ride of negative ratings cause I'm not quite sure how to respond to this.
 
report them to Ebay for feedback abuse. This is why no one in FS/FT forum ever relies on Ebay feedbacks. The whole system is ripe with abuse.
 
Had this happen to me once, i never withdrew it. I fought it and sent ebay all the mail he had sent me threatning me and stuff. He didnt win but he then changed his userid but kept the same feedback with it.
