Is this a decent power phase for high overclocking?

I am out of the loop when it comes to Power Phase. How well are those numbers?

CPU Power: 8+3+2 Phases (CPU+iGPU+IO)
PCH Power: 1 Phase
Memory Power: 1 Phase

for a Z77 + 3570K.. I would want to be overclocked to around 4.8Ghz if I were going this route...

You'll be temp limited before the power phases come into play most likely. :)

The motherboard should be fine.

Don't use # of phases of PDS as a judgement for power delivery. Quality of the parts used is also highly variable. Different parts have different max (safe) current delivery capabilities.

But, in this case, on that board: you should have more than enough headroom.
