Is there way to change the amount of bandwidth that each user gets?

I don't have access to the router settings, so am I doomed? I am aware of arp spoofing, but I just want to limit the amount, not completely kill the users connection.
 
You can do that if you had some Cisco switches. In fact, Cisco switches allow to control the amount of bandwidth per switch port. It's done with a set of IOS commands.
