Oh yeah and with ATX there is always a little current flowing through the whole system. That is why you disconnect the power, or flip the switch on the PSU when you work on it. Also when you disconnect the power, press the ATX power switch afterward, this will discharge all that remains in capacitors and such. You can tell that there is some juice in the board for a while even after you unplug the power, because when you hit the ATX switch the CPU fan will spin for a short few seconds.
