Is There Such a Thing as Wireless Phones Without a Phone Service?

Is there such a thing as a long range wireless phone (5 to 30 miles) that is set up to communicate without being a part of any phone service just the same as long range wireless internet with antenna.
 
There's the FRS band, but that's limited to 2 miles (and trees/building reduce that). I thought I read about an enhanced FRS that had even more range, but I don't remember where I saw it.

That kind of thing does exist, but you need a license for a lot of it. FRS is license free
 
There is the GMRS, which goes up to 5 mi line of sight, but the FCC requires a license for a family. This is where you see the handheld radios advertised for 2 or 5 mi range. Sure, you can broadcast on the 5 mi without a license, but that's illegal.
