Could anyone please tell me if there is are specific Graphics cards designed, recommended for:

a. Games development

b. Games testing

I've never really developed a game, but I think I can safely answer no. I suppose if you were really going to develop a game you want something with a lot of power. If you want to test a game (beta tester?) just get a card with enough horsepower to handle the game in question.
 
If you are going to develope a game, you need to have a video card that is the minimum level on your target.

You can develop the code using any decent card and xfer the app to the target platform is you want to do it that way.
Or your development platform can also be your testbed, in that case, the card should support your min game specs.
