Sry if this is a stupid queiston, but with HDD's/SSD's there are tools to see how new your drive is and in what "state of health". Does something similar exist for PSU's, is there anyway to see wheter or not the PSU is new and in what "state of health"?

Not really. You just look at packaging to see if it is new. You need expensive testing equipment to see if it is performing to spec.

Software readings are not always 100% accurate (use a multimeter for that), but otherwise this is probably the most well known software.

They're RARELY accurate because the measurements aren't taken at the power supply. They're taken at the motherboard. They can be useful because they can tell you if the MOTHERBOARD sees too low of a voltage, but it's rarely indicative of the PSU's voltage actually being low. That said, seeing low voltages can be reason to check with a DMM, but now you've gone full circle and end up having to use a DMM in the end regardless.

The only way to get accurate PSU status is to have a PSU with an MCU like the Thermaltake iRGB PLUS or the Corsair RMi/HXi/AXi.
