Is there something I'm missing

Well I realize that the PSU is a piece of crap but I was setting up my mobo and just wanted to make sure that I put the leds in correctly so I plugged the PSU in and flipped it on but nothing happened the fans on the PSU won't even start spinning. This is my first build ever so maybe I'm missing something with this PSU. Thanks!

The PSU needs to be connected to the motherboard, and hit the power switch on the case.

For testing, you can short the ground on the PSU to test fans, LED's etc. link
