Is there software that can enlarge small pics without being grainy. I have a disc full of pictures that were taken with a webcam. They are to small. Is there some kind of software that will blow up the pics without all the graininous?

unless they are high resolution, no.

if they are hires, use photoshop. under image->image size, click off the checkbox next to resample image and put in the values you want to blow it up to.

If the pictures are already grainy, then there isn't really any way to get a larger and crisper and less grainy picture. You could open it up in photoshop and enlarge it, and run the blur filter on it. But that will not help the quality any, it will just be blury instead of grainy.
