Is there really that much difference?

Between my signature RAM 8GBs (DDR3 1333 PC3 10600) and 8GBs DDR3 1866 (PC3 14900)?

Will I see ANY type of increase for gaming, video processing etc? Before I plop down $80+ to "upgrade", I want to make sure I will even notice.

If your only test will be your personal experience, it's very unlikely you'd be able to tell. About the only way to even know there was a difference would be by running a memory benchmarking program. Everything I've read shows that your own senses are not able to see a difference, unless you are doing some rare specialized usage scenario? For for gaming and other typical tasks, you just can't tell the difference.

On a Phenom II? Unless you have a VERY specific workload you won't see a difference.
