is there really an alternative method to enforce laws in 3rd world areas?

Without increasing risk to officers? On one hand yeah, there could be some situations where some restraint could be used and deescelate. But then again they encounter daily a populace that carry weapons and have no regard for human life...tough. tough indeed

One method is for police/government to stop crapping on people which is what is making them angry enough to protest in first place.

There's always going to be the oddball troublemaker that has to be dealt with on a case per case basis but when it's an entire populace that is pissed, it's probably something being done wrong by the authorities/org being targeted.

Then again I guess this is not always true, look at the Vancouver incident a few years back, huge protests and damage of property because of hockey, and it's not like it was because an unfair decision was made during the game or something either, it was just people rioting for the sake of rioting. I guess there's unfortunately not that much you can do in that case but try to arrest as many rioters as possible.

Snitches get stitches, there are very few witnesses that will testify in court against a local, so that complicates any kind of law enforcement.

Its a very big leap to assume arresting Brown later on would be without event. For a start it would be a dozen or two cops in full gear and weapons drawn.

Brown wasn't running for exercise, he was avoiding a felony arrest. Five minutes and he would be gone and nobody would have seen anything. Clerk would have refused to identify anyone, and fair chance Brown would move in with another relative in another city and not be found until his next crime spree.

Brown charged at a cop he just beat on, thats nuts and not a good base to consider any kind of change in procedure from. Very few people are that foolish, they stop and surrender without any problems.
