Is there no "real" fix for Win98 shutdown problem?

My pc's (both running Win98) lock up when shutting down. It stops when it is on the Windows 98 is shutting down screen. I have gone to MS and downloaded the fix. That lasted about 6 times and now the same old problem is back. I have tried holding the shift key down when shutting down, that works about half the time. Any ideas for me?
 
My personal fix is to turn off/disable any/all power management
in windows and the BIOS. Worked for me.....
Also remove Advanced Power Management Support in the system devices
of the device manager..........

It could be a software issue. What do you have running in the background when you shut down?
Maybe kill all the programs running in the background and they try again.
Also, I've seen several Emachines that won't stay off. You shut them down and they power right back up again. I've heard it's a power supply problem. Yeah, I know that's different than your problem, but maybe you have a bad power supply or connection.

 
My problem was anti-virus software trying to read the floppy drive which was actually an LS-120 not a floppy. Turned off scanning floppies on shutdown and it is happy.
