Is there like a really long waiting period for caffeine to kick in?

So earlier today I took some caffeine.. and I never really felt any kick from it..in fact I wanted to nap afterward, but right now it's a quarter past three and I'm not sleepy in the least bit. I'd say it was worth it though..as I kicked MAJOR ASS in my differential equations final :D

I figure now that with 400mg taken about 12 hours ago..and with a half life of about 6 hours I still have a cup's worth of coffee still within me. And I think a little headache is brewing too.

How can I fall asleep??

If you are already a regular coffee/soda drinker, you may never feel a "kick" from caffine. It's effects can last up to 14ish hours, so it may affect your sleep. Some people (including myself) have such a tolerence for caffine that it does not affect sleep.

I drink coffee in the mornings, depending on how tired I am, I have 0-2 cups of regular (If I'm not tired, I'll drink decaff, I add more regular as I need it). This morning, I've got 1 cup of each (coffee cup holds two cups). It's not even half gone and I'm starting to feel it. My pulse is quickened and I feel a ton more alert.

The headache you're feeling is probably from the caffeine.

If I have coffee after about 2pm, I can't sleep at night

It depends on the person. Remember, Caffine is a drug and you can become addicted and build up a tolorance. It will vary depending on the person and how much they consume and how often. It can also depend on body chemistry, etc... Your best bet is to not use artificial means to stay awake because you will have trouble getting to sleep after. You can try taking sleeping pills, but then you are really pumping your body full of chemicals. I can't stand chemicals in my body. I hardly ever even take tylenol because I don't like stuff like that running through my body. However, you can do what you want. Just be prepared to deal with the consequences.
