Essentially, you get more content if you pay among things like: not having to wait in queues to log in if there are any, being able to trade items to your other characters, having more character slots, having more inventory slots, etc.

Should extra content always be free?
I also don't think this is meant to serve as an "expansion pack over time" but to help provide more for the "starved zealots" that always want more.
This of course just coming from my interpretation of that interview with Bill Roper.
