Is there anyway to make a thumbdrive appear to be a permanent disc?

I want to use a thumbdrive as a photoshop scratch disc. This is something that evidently can be accomplished on a mac - but I can't figure out how to get photoshop to acknowledge it on the pc. . .it only acknowledges my fixed drive.

Anythoughts?

Have you tried calling Adobe support? I don't think there's anyway that you can force Windows to mark a drive non-removable without replacing the USB storage (and possibly the USB controller) driver with one that would lie about the drive's capabilities.
