Is there anyway to do an iplookup and find the originating city?

You can run "tracert <ip address/domain name>" from a command prompt and it may give you a hint towards the final hop. Many major ISP's name their routers and the information shows up in a trace route.
 
Keep in mind, the city you get is usually the city where the ISP's router is. A customer can be in a completely different city and still get an IP from that router.
 
If it is a serious disturbance connect the ISP. Otherwise you are wasting your time.
