Is there anyway to create a DOS boot disk from Windows ME?

I can't seem to find it anywhere. I thought Windows ME was based on Windows 98? Why can't I create a DOS boot disk? I need it to flash a bios for a motherboard.
 
Go into the control panel and select add/remove programs. It is one of the options in there. (Sorry, but I am not currently running ME so I don't know the exact steps.)
 
You should be able to open the Command Prompt window and type "SYS A:" in order to make the floppy bootable.
