Is there anyone to find someones cell phone number if you have their name and the city they live in?

I am trying to find one of my cousins phone numbers but he lives in Louisiana and I live in Kansas and none of my relatives here know it. I have T-Mobile. Is there anyway to like call T-Mobile and give them his name and city and get his cell phone number?

I just found something on T-Mobile's website called 411 and more. It says you can find phone numbers. Does this mean cell phone numbers?
