Is there any way to tell what the (REAL) FASTEST MHZ CPU can go on a mobo?

Is there any way to tell what the real maximum upper limit cpu can go on a mobo? I am buying a either a KT133A or AMD 760 based mobo. I am getting a Durnon 700, now and want the maximum power of cpu in the future. Do you think a KT133A or AMD 760 would allow a faster CPU. How can you really tell? They say 500-1.2 +. What is the real upper limit?

I guess I mean power wise, does that matter? Can a mobo only handle a certain limit because it doesn't have the power, capacitors, something else, besides the 133 bus and the 12.5 mulitiplier that would limit it? I was reading about the new Gigabyte KT133A mobo that had some kind of power regulators the helped with higher CPUs. Does this matter, or do all mobos have them?
