Say i were to find their ip through the msdos commands, what else can i do to limit bandwidth to THAT specific ip? Is it even possible?

what exactly are you doing this for, what operating system do you have .. through msdos .. no .. not really, not practically .. you might want to look into BAP ..

-depending on what they are connecting to you with, ie file sharing program .. that program may have a function that will allow you to limit bandwidth ..
