I have a core i5 4440 with gskill ddr3 1600 and a msi b85-g41. Now i know the cpu doesnt have an unlocked multiplier but can i still get it to like 3.6? thanks guys

You may get to 3.4Ghz by upping bclk to 103.. Not sure about MSI bios tho.

im not sure my ram can overclock its gskill 1600.. im not sure also if i can change the bclk

You can probably overclock to your turbo frequency but that's just 200mhz on that processor. You used to be able to oc an extra 4 bins above that but I read that is no longer the case with haswell, don't know how accurate that statement is though. As far as raising your bclk, it's not even worth it. You won't get much and will run into stability issues very quick. That's the whole point of K series processors.

main reason i ask about overclocking is cause even with this processor and a r9 270 i cant max out titanfall at 60fps 1920x1080

Can you get 60 fps at lower graphics settings? If so, overclocking the processor isn't likely to get you much.

Nope. B85 limitation. You can get faster RAM and lower the timing at 1600MHz, but it's 1600MHz max, unless MSI found a way around it.

Nonetheless, OCing by clock is a bad idea. You won't get far, and you risk data corruption and stability with even small changes. A good OCing rig would have cost anywhere from $50 to $100 more, most likely, so that's the trade off with the B85 and i5 non-K.

well i lowered the settings on titanfall and can stay at 60fps consistently ... put everything to medium and no aa.. :(((

Then you need to look at your GPU. Either OC or upgrade that to get your desired performance at your desired settings.

I've used G-skill RAM extensively and love it - but most of it wouldn't really overclock even if you had a motherboard that would do it. I've found it to be outstanding as far as compatibility and reliability goes but no luck running it at speeds greater than they rate it for.

It's a mid range gaming GPU. $170 isn't all that much when you consider what's out there.

I'm not sure I'd even classify it as a mid range since the R9 280x is a good deal ahead of it and the R9 290/290x/970/980 are even further. I'd put it at the high low end I suppose. In any case it is what's limiting the op in his current game.

looks like the reviews on newegg for most if not all the r9 290's isnt to good.. any other suggestions on a card that will max titanfall at 1080 for 300 or less

I take newegg reviews with a pretty large grain of salt when it comes to many products, including video cards. As long as you get a card with a decent aftermarket cooler it should be just fine. The main issues with the R9 290s when they first came out were that the reference cooler was pretty poorly designed. The aftermarket coolers to a large part have fixed it. It's still a power hungry card no doubt but as long as you decent PSU it should be just fine.
