That's what's good and bad with Android!
Apple is much more controlling and that has many downsides, but it does tend to raise the floor even if it limits the ceiling.
The best we can expect is a rating from users, but that's troublesome given the ease with which the rating can be spiked one way or the other.
I think the bigger problem is the cultural one that expects things for free. There are certainly free Apple apps but the percentage is nowhere near Android and ultimately that tends to pull the quality down. It's hard to expect someone to devote hundreds or thousands of hours to develop and support and app that they receive no compensation for. So, a lot of good ideas get started but die on the vine...
