Not necessarily true. Certain monitoring chips (the chip that allows you to monitor fan speeds, CPU temp, etc) allow for dynamic control of CPU fan speed. This was possible with my old Abit BM6 motherboard, for example. I had a software package that monitor CPU temp, and adjusted fan speed accordingly so that the minimum necessary amount of noise was generated. There was at least one other such software package, that allowed for selection of a certain fan speed at boot time.
Unfortunately, I don't remember the monitor chipset that was used on the BM6, nor do I remember the name of the software packages. But it is at least possible...
