Is there any software(free/shareware) that will convert an image file (e.g., .jpg) to a tiff file?

I know I can scan into tiff but how can I convert an existing electronic image to a tiff?

ACDSee. I don't know if it's still free, the older copy I have is. Open your image and Save As, there's a dropdown box where you can pick any format.
 
The Kodak Imaging for Windows that comes standard with Windows can do that.

It should be listed on the Start Menu under Accessories...
