I was wondering if there's such a thing as an iPad adapter that would allow you to output video and screen controls to a touchscreen monitor?

No, but there should be. The issue would be transferring the touchscreen taps from the other external screen back to the device. I don't know of any software standard for that, but once they do, touchscreens on cars can be great monitors for our smartphones.

I've read Android is developing just that in partnership with several car manufacturers.

android can do it because we have access to the touch control driver and can pass it through from another screen if we want. root needed of course. Ipad on the other hand, we don't have crap worth of access to the control hardware. we even need to buy special bluetooth controllers for iOS cause the normal ones won't work on it.

Yes, I've been watching the development of Android and IOS in cars. It's not turning into a external touchscreen. That isn't to say the software is in place, but there are far too many cooks. 🙂 (Google, Apple, car manufacturers, NHTSA)
