instead of having a separate ABC App, NBC app, HGTV app, etc etc, is there one app that combines all the free content, so it will be easier find the publicly free shows?
 
You mean 'merges' and no, there is no app that does that that I am aware of other than Hulu.

But Hulu doesn't have all the content, and costs $10/mo.

That would be wildly convenient and customer-freindly.

There is no way the networks would ever allow such a thing.

I am not sure I would have ever figured that out. I hope that was autocorrect at work, and not a result of our public schools.
