Is there an easy way to simulate a really high latency connection on a windows system

Scenario:

I have a windows Server 2003 system running Apache and a Windows XP client. I want to make the network connection between the two simulate a really high latency conhnection on the order of 1200ms. Is there a way to do that internally in Windows.

Shunra makes a decent product that simulates WAN connectivity. It allows you to specify the type of connection, included speed, distance (latency) and line quality (packet loss). There's a free trial of the desktop version available:

This brings back my recurring nightmares from when I had a Sprint Broadband connection. The signal went from a dish on my roof to a tower on a mountaintop to a satellite and back. 1500 millisecond pings and upload speeds SLOWER than a 28Kbps modem connection. Download speeds were great. But the ping time would get me kicked from most gaming servers.

You could install TOR and just keep refreshing the connection until you get one with a "bad" enough latency to do your testing.
