I've got another machine that I'd like to have set up as the first. Is there an easy way to transfer over all the email messages, settings (outlook express), and favorites?
you could copy the profile but you'd need a network setup (not sure if you have one). you could also go into c:\documents and settings\%username%\favorites and copy that folder to a floppy/cd-r/zip etc. and to get email you have to go into C:\Documents and Settings\%username%\Local Settings\Application Data\Identities\%sid%\Microsoft\Outlook Express\ and copy the files in there.
Windows XP has a "File and Settings Transfer Wizzard", which will probably do what you want to do. I have never used it personally, as I have all my files saved on the server, and map them (apart from themes, but I don't really customise them too much) but it should be able to do what you want it to do...well it says during Setup that that's what it can do

To get email messages go into outlook express and do an export of your mail(will be big file) , then import this file into your new pc's email prog.
To get favorites export your bookmarks to a file (this will fit on a floppy).
The easiest way might be to just put your original drive as a secondary drive in your new box and copy over whatever you need (if they aren't networked or you don't have a cd burner).
