Is there an easy script to do something like a "blood drive"

I am doing a donations site, and I was wondering if there is any kind of script that allows me to simply change a number and have it fill the container automagically. Think of like a blood drive.. (not sure what it is called or I would search for it)
 
hmmmmm can rows be percentage heights? i'd have to play with some....maybe theres a php script somewhere or something that creates easy charts?
 
Create two image files. One is the bulby round part at the bottom of the meter and the other is a very thin section of the upper part of the meter. Just set the height of the second image to different sizes to stretch it and make it look like it's growing taller.

Something like this (assuming the meter is 100px wide):
