Is there an application that can make me format C from hard drive ?

I need an application that can be launched from the hard drive but works like a startup disk allowing me to format C. Is there something like that ?

Can't you use fdisk? been awhile since i had to use it.
or
just type format c: from a command prompt in DOS? just have windows create a boot disk

use a linux live cd. like dsl (50 mb only) or knoppix (700 MB)
