Is there a web service or program that is good for background checks?

have a friend who went through a series of nightmare roommates and wanted to see if there was a way to check people's backgrounds online...it sounds stupid but if you knew what she'd been through you'd understand.

Any ideas..?

Try searching Google for "background check"..
