is there a way to take a bin and cue file

What is the bin/cue? Is it a VCD.. SVCD? Probably one of those two. Check Doom9 for transcoding tips and tutorials, it's better than things that we might just spurt out from memory.
 
vcdgear is a useful tool for converting bin/cue to mpg. thought i'd suggest it in case someone could find it useful.

I know what a Bin/Cue is, and a Bin/Cue is NOT always a video. Bin/Cue is just a different format for storing images of optical media. I was asking because you never specified WHAT the Bin/Cue was.
