Is there a way to run a Power Supply without the computer?

I was wondering if it is possible to run a power supply without the computer?

For this extra power supply I just want to run things like the fans and lights, the non-essential things for the computer.

If anyone knows how to do this please let me know

Also if there is a web site on how to do this please let me know

Yeah, if it's ATX short the green wire pin to one of the black. AT is different, requires a single pole double throw switch, IIRC.
 
As mentioned above, you can use an AT power supply.
If you are using ATX then short the green wire, search google, there are many pages with instructions for this.
 
You can use a small relay to short green and ground and activate the relay using 12V or 5V from your primary power supply. This will let you turn on the second power supply together with the primary supply.
