Is there a way to restore Network Control Panel

I have a system of a friends with XP Home on it. Something has happened that has made the Network Connections Control Panel disappear. Is there a windows utility or some other way that it can be restored? The ncpa.cpl control panel file is in the system32 folder but it has become nonfunctional. Thanks in advance.
 
Probably the easiest thing to try first if possible is to do a system restore back to a date that you know it was working.
another option is to open a command windows (start, run, cmd, click ok) and run sfc /scannow

Edit - doh!(ala homer simpson) forgot about tweak ui as jackmds mentioned.
