Is there a way to prevent a user from deleting cookies and history?

Someone who's been using my computer keeps deleting my cookie files and that is screwing up all the sites I go to regularly. I need to find a way to disable a user from deleting them.

And is there also a way to prevent the history from being deleted? Because I rely on that too.
