First, laptop BIOS's don't usually have settings that will allow you to overclock. Secondly, the cooling of laptops is minimum at best, and the extra heat from OC'ing is just asking for problems.
Nope, no way to change the speed on a dell laptop. You could probably buy an upgraded processor of the same design, although it's most likely not worth the cost.
