Is there a way to make NT4 or Win2K not to look for video card?

I have a Win2K Pro installed win a Horizon 64 PCI video card that Win2K does not have a driver. Is there a way to set up that computer so I can remove the card and not put any video card at all. I tried it, set the BIOS to no video card but Win2K seems to keep rebooting.

Is there anything in the boot.ini or registry that I can place so that it will not look for video card?

I have seen headless NT servers in operation, so I presume W2K server would support such operation, too. Whether a workstation installation could be made to work headless or "lights out" I don't know. I just did a quick search on "headless operation" at the MSKB and came up with a lot of hits, not all of which will apply directly, of course.
