Which motherboard are you using? Some are able to control your fan speeds like Asus' Q-Fan. Disable it if it's on.

There's the overvolting option, but I'd much rather just replace the fan instead.

what cpu fan? wrap a single strand of wire around the thermistor on a stock amd a64 fan and it goes to 100%... then use speedfan to slow it down (or bios if available)...

Just turn off cool and quite right? without that it should spin 100% all the time right?

Go into your BIOS first and find the Hardware Monitor. Turn off Q-Fan there, which will throttle your fan speed if your temps are low. But there's no easy/reliable way of having your fans run faster than 100% without replacing it.
