Is there a way to make full-screen programs stay on top?

The new version of AntiVir makes a popup window with ads. I can live with that, but unfortunately, my full-screen programs, ie. games, are minimized when it happens.

Is there a way to make the programs always stay on top?
 
I'm sure you've been all through the preferences menu to see if you can stop this. Is the popup window in the same process as the rest of the program? If not, could you remove it from your win startup menu (or with msconfig) ? I would imagine the developers are smarter than that, but if they designed a prog that interupts games, they're not too smart anyway!
